House committee endorses report on new foreign policy

   
  Ban on Gurkha recruitment; revision of treaties with India and China suggested

KATHMANDU: The Committee on International Relations and Human Rights of the Legislature-Parliament has prepared a document on new foreign policy — with suggestions to ban the Gurkha recruitment in British and Indian armies; and scrapping, replacing or updating treaties with India and China.

The Committee, which is dominated by the UCPN-Maoist, endorsed the 44-page policy paper entitled “Nepal’s Foreign Policy in the Changed Context” last week. The document has a clear manifestation of the Maoist party’s views on foreign policy matters.

“The provision of the Gurkha Recruitment Centre has raised serious question on Nepali national autonomy,” read the paper. “Nepal’s foreign policy has to float appropriate alternatives to increase our national dignity [by replacing such provision].”

Noting many provisions in the 1950 Nepal-India Peace and Friendship Treaty as irrelevant, the paper has suggested that a new treaty should be made based on ‘mutual benefit, necessity and respect’. Revision and update have been suggested for treaties such as the 1947 Gurkha recruitment trilateral-treaty among Nepal, India and Britain, the 1965 military and arms purchase.

Citing its status of non-implementation for 14 years, the Committee has advised a timely review of the 1998 Mahakali Treaty.

Nepal’s Peace and Friendship Treaty with China (of 1960) and Treaty on Culture of 1999 are also said to revise or update, in the light of ‘securing maximum national interests’.

As many as 13 parliamentarians under the coordination of Committee Chair Padam Lal Biswokarma and four experts representing major political forces— Maoists, Nepali Congress and CPN-UML— were involved for seven months to give final shape to the paper.

The document has suggested to change the name of Ministry of Foreign Affairs (MoFA)(Pararashtra Mantralaya in Nepali) to Foreign Ministry (Bidesh Mantralaya). “The word ‘Pararashtra’ gives a connotation of a distant-nation whom we have no relation. Besides, the Ministry’s name in English was correct, but its initial translation was also faulty,” Committee Chair Biswokarma clarified.


The paper has also suggested nominating half the ambassadors from the Foreign Service, often referred as Careers, and the remaining half from the political circle.

It has perceived an idea of transferring officials from other services to the foreign service. It assumed that non-foreign service bureaucrats could be nominated ambassadors from the Careers’ quota.

The paper suggested an imperative need among all stakeholders, including major political parties, to make one voice and position on foreign policy matters and diplomatic dealings.

Need for the expansion of and empowering the economic diplomacy has been stressed in the document in order to attract foreign direct investment and financial supports from the developed countries and to ensure rights of Nepali migrant workers in foreign countries.

    I totally agreed with Bivek.Well done Bro, we do need to wake up some point along the line.I also than believ that Nepal do need to liberate from one cast Govern system and bring the equal race cast system government,current system can not go on much longer. This sound discriminating to Aryan casts but this isnot about racist remarks it is about reality. Because Nepal doesn't just belong to the Aryan cast Nepal belong to the every race,Religion and all casts. Madav Nepal sent his brother asaAmbassodor to HongKong because he was in powewer. That is just aone example virtully all nepalis'employements is dominated by Aryan cast. Above all now they want to wright newlaw by banning our employement oppurtunity. How dare they do this. They have taken all Nepal jobs. We have never raised our voice.Our Ancestres created us Gurkha Bharti because of their Bravery and Loyalty. And Today Aryan Government wants to destroye our oppurtunity.Wait and see whether we need to unfold our Nepal spring in Nepal.

    I wish all our Gurkha brothers were enlightened like Bivek Grg.(see his comments).No foreigners have any hand on this.This move by the present government is all POLITICAL. More than 20 years I had been trying to form a political party in Nepal for our "Gurkha Peoples".Every time It was let down because our prople are always bought by the 'aryans'. Our rights are not stolen by the 'aryans'. Why we don't have unity here in UK is because our people are misled by our own people who join and follow aryan political party. GAESO is stooge of UML and NESA is stooge of Nepali Congress. All polit and UBGEAN and BGWShave their own political following. All Nepali polical parties are run by 'Gurkha' funding.Our youth are now getting political knowledge so it is right time to form a political party in exile in UK for establishing our own political party in Nepal to get our rights back. Money is power and the aryans realise that our source of income is foreign armies so they want to stop this source. Wake up now. Get political and seize power otherwise you will always be trodden by their feet.

    Whether it is our own Government, or the influence of the Chinese or Indians or other government involved in this decision making-at the end of the day, the potential Gurkhas will be the primary sufferrers. Gurkhas contribution to Nepal's economic development is huge with the remittances. If this plan is going ahead, then Nepal has to think of other ways to boost the country's economy and get the cash flowing.

Since Ex Gurkhas families have settled in UK Aryan government is looking for all sort of issues to stop this opportunity because of their jealousy. I personally think they are really pushing us beyond border; my fellow jana jati, think about it seriously if you look at in Nepal civil servants’ jobs 99.9 % Aryan, Ministerial post 98% Aryan total number of Nepal Embassies is today 29 in around the world still 99.8% dominated by Aryan. Our ancestors had given them enough chances but how long we are going to tolerant with this murder system. I CAN ASSURE YOU THIS “ARYAN DOMINATION GOVERNMENT WILL NEVER CREATE OUR OPPURTUNITY; THEY WILL DESTROY OUR OPPURTUNITY”. Sooner or later we have to start our revolution and liberate this incompetent ARYAN dominated government who have been running our native land for many decades.
